London Made Me Retail Development Programme evaluation


London is a city recognised as the global capital for arts and culture. However, recent crises have had a negative impact on the stability of the creative industries, and the post-pandemic recovery has varied widely across different sub-sectors. The Mayor of London's 'London Made Me' Retail Development Programme is designed to respond to these challenges by giving creative businesses from across the city’s 12 Creative Enterprise Zones the skills, knowledge, and real-life practical experience necessary to develop their business and launch a successful retail experience. Since 2022, the programme has supported 38 creative businesses to open three one-month pop-up shops in Regent Street, Carnaby Street and Battersea Power Station.

SQW have been commissioned by the Greater London Authority to undertake an impact and value for money evaluation of the first three rounds of the programme. The evaluation will explore the difference the London Made Me Retail Development programme has made, whether it is a good use of resources, and key lessons learnt to inform future rounds of the programme and/or similar interventions. Following an initial scoping phase, the evaluation will involve stakeholder interviews and focus groups, a survey of participant, and impact case studies. The findings will be written up in an interim and final report.
