National Evaluation of the Prime Minister's Challenge Fund: Improving Access to General Practice Waves One and Two

n 2014, SQW was commissioned by NHS England to undertake the national evaluation of the Prime Minister’s Challenge Fund for Improving Access to General Practice. The £50 million Challenge Fund aimed to help improve access to general practice and stimulate innovative ways of providing primary care services. 20 pilot sites were selected to participate in the Challenge Fund, covering 1,100 general practices and 7.5 million patients.

Working in collaboration with Mott MacDonald, SQW undertook an evaluation to assess progress made across the pilot sites, identify key areas of innovation, and share the lessons learned. SQW also provided wide-ranging support to the pilots to inform national and local data collection and interpretation. A mixed method approach was used in the evaluation, including in-depth case studies and the collection and analysis of output/outcome data.

As a flagship initiative, the findings from the evaluation were significant not only in supporting improvement and innovation in general practice, but in informing the development of integrated and personalised care more broadly.
