Education and Training Foundation Impact Report 2020-21


The Education and Training Foundation is the expert body for professional development and standards in Further Education across England.  Their role is to design, develop and deliver Continuing Professional Development (CPD) for teachers, leaders, and trainers to support government policy and meet sector needs. 

SQW were commissioned by ETF to undertake an independent review of ETF’s impact in the year 2019-20.  This report can be found here.  

We were then asked to do the same again for 2020-21.  This was a very different year.  The report provides an account of the organisation’s work and impact throughout the first year of the Covid-19 pandemic when national lockdowns were followed by the uncertainty of local lockdowns, furloughing of employer partners and the transition to digital delivery for all partners.  The report is based on systematic coding and analysis of monitoring data, satisfaction survey data, and independent evaluation reports.  It presents key data to demonstrate both scale and effect of different strands of activity based around five strategic priorities. 

It reports that all professional development programmes offered by the ETF continued during this period, with a transition to online learning and assessment. The move to online teaching was supported through a SET campaign to bring resources as well as emotional and wellbeing support to the workforce.  It shows very good attendance for a wide range of ETF programmes, with very positive feedback and effects on participants’ knowledge and skills.
